Kenya post office withdraws land sale for Airtel's Africa HQ

The Postal Corporation of Kenya (PCK) has officially withdrawn its offer to sell Bharti Airtel International land in Nairobi on which to build its African headquarters, Business Daily reported online. It has now has asked Bharti Airtel to compete in an open tender for the plot to be announced "shortly", the newspaper said. The PCK asked its solicitors for the return of the title deed to the land, which was done on 14 December. According to communication seen by the Business Daily, the PCK board justified its decision by a four-page opinion written by Attorney-General Githu Muigai on 16 November, which cautioned that selling the plot to a predetermined buyer would go against the spirit of the Public Procurement and Disposal Act of 2005. The board that made the resolutions includes Information Permanent Secretary Bitange Ndemo, who had previously support the plan to sell the plot at Yaya Kilimani in Nairobi for KES 543 million. The change of heart emerged after a firm called The King Realtor's made a counter-proposal to buy it for USD 10 million. PCK needs money, with staff having been on strike over low pay in the past three weeks and difficulties financing the redundancies of some of the 4,000 employees inherited from the defunct Kenya Posts and Telecommunications. President Mwai Kibaki and Prime Minister Raila Odinga had backed the sale to Airtel.

Well, I seriously expect Apple to add better cameras. First of all, FaceTime HD: they have been introducing it on the Macs and it wouldn't surprise me that, for the first time ever, FaceTime HD will come to iOS. Maybe not, but there's a small chance.

Second of all: third generation. Usually this means an improvement over the previous generation. Apple didn't put cameras in the first generation iPad, so they would have a new selling-point in the second generation iPad. Perhaps they will now put quality cameras into the iPad.

Third: retina display. Pictures taken with an iPad already look pixelated. If there's really going to be a retina display, than it would be a shame of Apple if they didn't put in higher quality cameras.

In Japan, silent camera apps open door for unsavory photos

TOKYO -- Cases of smartphone users secretly photographing unsuspecting targets have been on the rise, thanks to applications that silence the camera shutter sound. But there is no legal impediment to creating and selling these software programs, even as apps are tied to complaints of voyeurism.

Companies in the industry say the blame lies with people who misuse these applications rather than the programs themselves.

According to Japan's National Police Agency, 1,741 cases of illicit photography were reported in Japan last year, a 1.6-fold increase from 2006.

The largest number of snap-happy voyeurs was reported in Kanagawa Prefecture. "About 30 percent of cases involved the misuse of smartphone apps," a senior Kanagawa prefectural police investigator said.

The latest applications include "upgraded versions" that enable people to silently take photos while an email or website is displayed on the phone's screen to provide cover for the surreptitious picture-taking.

"We can't help but think these apps are designed specifically for taking sneaky photos," another senior prefectural police investigator said.

According to major cellphone carriers NTT Docomo, KDDI and SoftBank Mobile, smartphone cameras come equipped with a shutter sound. But one main feature of smartphones is that users can customize the settings -- including adjusting or neutralizing the shutter sound, according to the firms.

Takeda, an expert on information security, said some rules are needed for these apps.

"There are limits to legally regulating smartphones whose settings can easily be changed," Takeda said. "However, from a corporate ethics viewpoint, we shouldn't ignore the fact that they're being misused for crimes. We need to consider guidelines for screening and putting apps on the market."

Being the "apps guy" is an interesting position. It means I get tasked to play with apps all day long, each and every day. It feels a lot like being an adventurer, wandering through a dense (really dense) forest, where danger and suspense lurk around every corner.

As such (and because I'm more the average Joe user than you might think), my list is a combination of my most-used apps and some apps that are so great, they still deserve recognition (despite not being on the daily list).

Iran Test-Fires Long Range Missiles During Naval Exercise In The Gulf, Semi-Official Fars News Agency Reports

TEHRAN, Dec 31 (Reuters) - Iran test-fired long range missiles on Saturday during a naval exercise in the Gulf, the semi-official Fars news agency said, following a threat by Tehran to close shipping lanes if the West imposes sanctions on its oil exports.

The 10-day naval drill in the Gulf began last week as Iran showed its resolve to counter any attack by enemies such as Israel or the United States.

"Iran test-fired missiles including long range (missiles), surface to sea, ... in the Persian Gulf," Fars said.

Tehran threatened on Tuesday to stop the flow of oil through the Strait of Hormuz in the Gulf if it became the target of an oil embargo over its nuclear ambitions, a move that could trigger military conflict with countries dependent on Gulf oil.

Tensions with the West have risen since the U.N. nuclear watchdog reported on Nov. 8 that Iran appears to have worked on designing an atomic bomb and may still be pursuing research to that end.

Iran denies this and says it needs nuclear technology to generate electricity to meet growing domestic demand.

During military drills in 2009, Iran test-fired its surface-to-surface Shahab-3 missile, said to be capable of reaching Israel and U.S. bases in the Middle East.

Washington has expressed concern about Tehran's missiles, which include the Shahab-3 strategic intermediate range ballistic missile with a range of up to 1,000 km (625 miles), the Ghadr-1 with an estimated 1,600 km range and a Shahab-3 variant known as Sajjil-2 with a range of up to 2,400 km.

Iranian media have said the naval exercise differed from previous ones in terms of "the vastness of the area of action and the military equipment and tactics that are being employed". (Writing by Ramin Mostafavi; editing by David Stamp)

An early look at Google's New Year's doodle

A?Google doodle ? a redesigned version of the Google homepage logo ? is the highest honor the search engine can bestow on a significant date, so it's no surprise that an image has been prepared for New Year's. Here's an early look at it.

We're getting to see the doodle early thanks to different timezones.?It's already New Year's Eve in some places ? such as New Zealand, where the image above came from.

This year's New Year's doodle appears to be pretty simple and doesn't feature any animated or interactive elements like some of its predecessors, but does that really matter? We'll all probably be too busy celebrating the beginning of 2012 to even notice the Google homepage change.

It's worth noting that Google occasionally makes different versions of certain doodles for various countries. So don't panic if the U.S. New Year's doodle winds up looking different than the one pictured at the top of this page.
